BANGKOK, Thailand – March 12, 2026

“The Five I Framework of Crash Investigation: Linking Investigation Practices to Safety Reform,” authored by Dr. Bella Dinh-Zarr (Advisory Board member of AIP Foundation), et al. examined a proactive approach to crash investigation aimed at global safety reform. The framework synthesizes international best practices from public health and the Safe System approach. It provides a practical guide for governments to shift from reactive reporting to generating life-saving injury prevention recommendations.

With the assistance of the FIA and the FIA Foundation, AIP Foundation Thailand in collaboration with RAAT and their partners are advancing the adoption of the Five I Framework in Thailand.

A Master Training workshop under the Five I Framework was held in Bangkok, bringing together key stakeholders to strengthen capacity for the implementation of the Five I Crash Investigation Project. The training, supported by the FIA, aimed to equip participants with the knowledge and tools necessary to support the pilot phase of the project and advance a more coordinated approach to crash investigation and road safety improvement.

The workshop was built on the momentum of the 1st local stakeholder meeting of the Five I Crash Investigation Project in Thailand, which took place earlier in March, also in Bangkok. It convened master trainers from the first Five I training held in February alongside representatives from key sectors, including traffic engineering, rescue services, traffic data analysis, and public health agencies.

The stakeholder meeting also provided an opportunity for participants to review progress made since the initial training and discuss the next steps for the project’s pilot phase implementation. Key topics included identifying potential pilot areas, outlining capacity-building activities, and establishing reporting frameworks to support effective crash investigation practices.

The session also facilitated technical exchange among agencies responsible for crash response, road engineering, and injury prevention. Through these discussions, participants worked to align roles and responsibilities across sectors and strengthen coordination among agencies involved in road safety and crash response.

The meeting concluded with agreement on the next steps and short-term actions needed to support the pilot implementation of the Five I crash investigation approach in Thailand, marking an important milestone in advancing evidence-based road safety practices in the country.

The Five I Framework is also being piloted in the Philippines and Vietnam by the Automobile Association Philippines (AAP), AA Vietnam, and partners.
